The Message Center is designed to contact individuals that you have connected with inside the portal. If you do not have a connection with an individual within the portal, you are unable to contact them using this tool.
Simply click on 'Compose' to contact your connection and a pop-up will appear. Start typing their name in the Search field and the portal will suggest anyone you have a connection with. After this, type your message and send it.
